and Monitoring Activities Continue
Operable Unit 2: Contracts Awarded for Site Remediation
Operable Unit 1 (40 Willow Avenue)
OU-1 is the site of Relief Holder No. 1 that was remediated in 2009 with the installation of a containment barrier wall. OU-1 is now under Operation & Maintenance (O&M) to monitor the effectiveness of the barrier wall remedy and to remove as much as practical coal tar residuals that are contained within the containment barrier wall. Field activities to study the removal of coal tar from deeper levels within the containment barrier continued through December 2011. O&M activities to pump contaminated water and tar from the recovery wells also continue.
On-going activities:

Continued O&M measures on the cap (maintenance and inspection).

Continued pumping of water from OU-1 containment cell.
Recently Completed Activities:

Collected ground water level measurements at wells throughout OU-1.

Completed O&M repairs to OU-1 concrete pad and sheet piles.

Pumped water from the OU-1 containment cell as part of O&M.

Collected a groundwater sample at the Lynhurst Avenue property to monitor concentrations following New York State Department of Conservation (NYSDEC)/ New York State Department of Health (NYSDOH)-approved interim remedial measure (IRM).

Conducted general housekeeping activities at the Site.
Future near-term activities:

Continue the collection of water level measurements from monitoring wells throughout OU-1 and vicinity.

Prepare the O&M Summary Report

Continue periodic pumping of OU-1 and maintenance of containment cell as part of O&M.

Collect a groundwater sample at the Lynhurst Avenue property to monitor concentrations following the IRM.
Operable Unit 2 (25 Willow Avenue)
OU-2 is the site of the former manufactured gas plant that previously operated at 25 Willow Avenue and was closed in 1957. There are two off-site areas with MGP residuals that are located adjacent to the OU-2 Site at 89 Willow Avenue and between Edgewater Street and Bay Street at 1 Edgewater Street. Activities have progressed with the award of the contract for the remediation of OU-2 and implementation of the Community Air Monitoring Plan (CAMP) during the remediation activities.
On-going activities:

Prepared for the mobilization of the remediation contractor to the Site.

Continued pursuit of a storm sewer replacement permit from the New York City Department of Environmental Protection (NYCDEP) for temporary diversion and installation of a replacement storm sewer within OU-2 remediation limits.

Conducted general housekeeping activities at the Site.
Recently completed activities:

Conducted NYSDEC/NYSDOH-approved Preliminary Design Investigation (PDI) activities on the offsite property located between Edgewater Street and Bay Street.

Awarded a contract for the remediation of OU-2.

Awarded a contract for implementation of the CAMP during remediation.

Mobilized CAMP equipment and conducted pre-construction monitoring.

Future near-term activities:

Conduct NYSDEC/NYSDOH-approved PDI at the 89 Willow Avenue property.

Conduct a baseline survey of noise, vibration and settlement in preparation for remedial construction activities for OU-2.

Mobilize the contractor to the Site to begin remediation.
Community Air Monitoring Plan Summary
Operable Unit 1 (40 Willow Avenue)
A CAMP is implemented when intrusive activities are performed at Operable Unit 1. There were no intrusive activities at OU-1 during December. Copies of previous CAMP reports and other site documents for OU-1 are stored at the two public document repositories for the project.
Operable Unit 2 (25 Willow Avenue)
Pre-construction CAMP monitoring was completed at the OU-2 properties, and a pre-construction odor survey was conducted in adjacent areas.
