Clifton, Staten Island Manufactured Gas Plant (MGP) Site
Activity Updates
National Grid provides activity updates for neighbors of the Clifton former MGP site as developments related to site remediation occur. The updates will describe the work that is on-going at Operable Unit 2 (OU-2), located at 25 Willow Avenue, to remediate the former main operating portion of the Site that was closed in 1957. Two off-site areas with MGP residuals are located adjacent to the OU-2 Site at 89 Willow Avenue and between Edgewater Street and Bay Street at 1 Edgewater Street.
Remedial activity for Operable Unit 1 (40 Willow Avenue) has been completed and the parcel is now in the Operations, Maintenance & Monitoring (OM&M) phase. There will be no further updates for OU 1, but monitoring and other reports will be placed in the Key Documents/Major Reports section of this website as they are completed and approved. The Report Archive section under the Key Documents tab of this website will include all of the Updates.
Update For The Week Ending March 22, 2013
Site Restoration and Demobilization Activities Continue
On-going activities:
- Continued the installation (drilling) of recovery wells.
- Continued the installation of permanent fencing along Willow Avenue and Bay Street.
- Continued decontamination and dismantlement of the water treatment plant.
- Continued decontamination and demobilization of equipment from the Site.
- Continued grading of common fill backfill throughout the Site.
- Continued maintenance of erosion and sediment controls throughout the Site.
- Continued general housekeeping activities and collection of debris for disposal throughout the Site.
- Continued the use of odor suppressant foam and plastic sheeting to prevent odors from leaving the Site.
- Continued monitoring for noise, vibration, and settlement on Site and on neighboring properties.

Recently completed activities:
- Completed the removal of the sound attenuated perimeter barrier (plywood and jersey barriers) along Willow Avenue and Bay Street.
- Completed the installation of five recovery wells.

Future near-term activities:
- Complete the installation of recovery wells.
- Complete the installation of permanent fencing.
- Complete the decontamination, disassembly, and demobilization of the water treatment plant.
- Complete the decontamination and demobilization of equipment from the Site.
- Complete placement and grading of common fill throughout the Site.
- Initiate the placement of gravel over the common fill backfill throughout the Site.
- Initiate the installation of permanent overhead lighting along Willow Avenue and Bay Street.
- Initiate the demobilization of construction trailers from the support area (OU-1).
- Complete the OU-1 restoration and landscaping adjacent to the National Grid gate station.
- Complete the project and demobilization of all equipment and personnel from the Site by the end of April 2013.
Community Air Monitoring Plan Summary
Community air monitoring, initiated in February 2012, continues as intrusive activities are conducted by the remediation contractor at OU-2. There were no fifteen-minute exceedances of Total Volatile Organic Compounds (TVOC), Particulate Matter (PM), or odor action levels associated with ground intrusive site activities during this reporting period.
